BACKGROUND AND PURPOSE

Memories of a life filled with joyful times, loving moments, and meaningful accomplishments may comfort the family and friends of William David Slaughter, Jr., who passed away on December 28, 2006, at the age of 48.

Born to David and Barbara Slaughter, in Las Cruces, New Mexico, William David Slaughter, Jr., known to many as "Dub," became a resident of Texas when his family moved to Culberson County during the first year of his life; he began school in Van Horn but later moved to Iraan and graduated from high school there in 1976.  Dub Slaughter was very involved in athletics, 4H, and FFA activities, once serving as the Lone Star Farmer representing Texas at the national FFA convention; he went on to attend Angelo State University in 1976 and later transferred to Texas Christian University, where he completed the ranch management program and then attained his bachelor's degree in finance and management in 1981.

Establishing himself in the business of ranching, Mr. Slaughter became an active and well-respected member of the community; this was evident in his participation in a variety of important civic organizations, including the Pecos County Appraisal District, the Pecos County Hospital District, the Pecos County Water District, and the Iraan-Sheffield Independent School District Board of Trustees; in the latter role, he was instrumental in the district's conversion of the Sheffield elementary building into a Texas Youth Commission facility; Dub Slaughter was also a member of the Pecos County Livestock Association, the Ozona Wool and Mohair Association, the Texas and Southwestern Cattle Raisers Association, and the American Boer Goat Association.

Well known for his ever-present smile as well as his love of good conversation and good friends, Dub Slaughter was at ease with people from all walks of life; he will be fondly remembered as an accomplished rancher, an influential community advocate, and a devoted family man who will be greatly missed by all who had the good fortune to have known him.  In light of Mr. Slaughter's many contributions to the state, Pecos County, and the town of Sheffield, it would be most fitting to memorialize this outstanding civic leader by naming the TYC facility in Sheffield in his honor.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
