BACKGROUND AND PURPOSE

 

The office of Inspectors of Hides and Animals was created in 1871 and its purpose was to aid in the prevention of cattle theft by providing a thorough inspection of all the hides and animals that were shipped out of the county. The 78th legislature passed SB 1389, which lawfully abolished this office; however, mention of it is still in the constitution.

This joint resolution will simply remove the office of Inspector of Hides and Animals from the Constitution.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

HJR 69 removes any mention of the office of Inspector of Hides and Animals from the Constitution. Requires the proposed constitutional amendment be submitted to the voters at an

election to be held November 6, 2007.  HJR 69 sets forth the required language for the ballot.

 

EFFECTIVE DATE

 

This proposed constitutional amendment will be submitted to the voters at an election to be held  November 6, 2007.
