BACKGROUND AND PURPOSE

 

Currently, Angelo State University is a component institution of the Texas State University System (TSUS) and is under the management and control of the board of regents of TSUS. 

 

H.J.R. 103 proposes a constitutional amendment to provide for the continuation of the constitutional appropriation for facilities and other capital items at Angelo State University on a change in the governance of the university.

 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1:  Section 17 (b), Article VII of the Texas Constitution is amended to remove Angelo State University as a component of the Texas State University System Administration and listing Angelo State University below the Texas Tech University Health Science Center.  Makes conforming changes to the additional language.

 

SECTION 2:  This proposed constitutional amendment shall be submitted to the voters at an election to be held November 6, 2007.  The ballot shall be printed to permit voting for or against the proposition:  "The constitutional amendment providing for the continuation of the constitutional appropriation for facilities and other capital items at Angelo State University on a change in the governance of the university." 

 

 

EFFECTIVE DATE

 

If approved by the voters, H.J.R.  103 would take effect November 6, 2007 or on the date the votes are canvassed.
