AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
Section 11.252 (District-Level Planning and Decision-Making), Education Code, requires each school district to have a district improvement plan. The purpose of the district improvement plan is to guide district and campus staff in the improvement of student performance in order to attain certain state standards. Currently, the district improvement plan does not address dating violence although 43 percent of girls and 42 percent of boys have reported that they experienced physical aggression in a relationship on school grounds.
As proposed, S.B. 86 requires each school district to adopt and implement a dating violence policy to be included in its district improvement plan. The bill also requires that such policies include certain content.

SECTION BY SECTION ANALYSIS
SECTION 1. Amends Subchapter C, Chapter 37, Education Code, by adding Section 37.0831, as follows:
Sec. 37.0831. DATING VIOLENCE POLICIES. Requires each school district to adopt and implement a dating violence policy in the district improvement plan under Section 11.252 (District-Level Planning and Decision-Making). Sets forth the required components of a dating violence policy.
SECTION 2. Effective date: upon passage or September 1, 2007.
