AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Current Texas law makes V-Kool window tinting illegal.  This new technology in window tinting improves fuel efficiency by three percent, despite being much lighter than standard tinting.

 

As proposed, S.B. 173 would change the standards of window tinting allowed by law. 

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 547.613(b), Transportation Code, to include that this section (Restrictions on Windows) does not apply to a windshield that has a virtually transparent sunscreening device that in combination with the windshield has a light transmission of 70 percent or more.

 

SECTION 2.  Makes application of this Act prospective.

 

SECTION 3.  Effective date:  September 1, 2007.
