AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Currently, nurse preceptors and their children have certain exemptions from tuition during the semester the nurse works as a preceptor.  However, preceptors often sign contracts to work after tuition has already been paid for the semester.

 

S.B. 201 allows nurse preceptors and their children to use tuition exemptions within two semesters of the preceptor's service.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 54.222, Education Code, by amending Subsections (b) and (c) and adding Subsection (b-1), as follows:

 

(b) Makes a nonsubstantive change.

 

(b-1) Entitles a person to an exemption under Subsection (b) (relating to the exemption of $500 from an eligible person's tuition) for one semester or academic term for each semester or academic term during which the person serves as a clinical preceptor as described by Subsection (b).  Authorizes a person to claim the exemption within a certain time frame.

 

(c) Makes a nonsubstantive change.  Entitles the child of a person who meets the requirements of Subsection (b), rather than Subsections (b)(1) and (2), to an exemption for one semester or other academic term during which the parent serves as a clinical preceptor.  Authorizes the child to claim the exemption in any semester or academic term during which the parent could have claimed an exemption under Subsection (b).  Provides that a child's eligibility is not to be affected by whether the parent also received an exemption under Subsection (b).

 

SECTION 2.  Makes application of this Act prospective to the 2007 fall semester.

 

SECTION 3.  Effective date: upon passage or September 1, 2007.
