AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
Currently, there is a lack of recognition for those who make generous donations to institutions of higher education.
S.B. 469 requires the Texas Higher Education Coordinating Board (THECB) to produce a certificate of recognition for presentation to any person who contributes $10,000 or equivalent in gifts, within one year's time, to any institution of higher education for any purpose, program, or activity of the institution. The institution of higher education is to submit a written request to THECB. Upon receipt of the request and if the individual qualifies, THECB is required to produce the certificate of recognition to be presented by the institution of higher education.

SECTION BY SECTION ANALYSIS
SECTION 1. Amends Subchapter C, Chapter 61, Education Code, by adding Section 61.0901, as follows:
Sec. 61.0901. CERTIFICATE OF RECOGNITION FOR MAJOR DONORS TO INSTITUTIONS OF HIGHER EDUCATION. (a) Requires the Texas Higher Education Coordinating Board (THECB) to design and produce a certificate of recognition for an institution of higher education (institution) to present to a person who contributes one or more gifts or donations totaling in one year at least $10,000 for the support of any purposes, programs, or activities of the institution.
(b) Requires THECB to prepare and provide at no cost to the institution a certificate of recognition on receipt of a written request from an institution that provides the information necessary to establish the donor's eligibility for the certificate.
SECTION 2. Requires THECB to design and produce the certificate of recognition required by Section 61.0901, Education Code, as added by this Act, as soon as practicable after the effective date of this Act.
SECTION 3. Effective date: upon passage or September 1, 2007.
