Committee Report (Unamended)
BACKGROUND AND PURPOSE
Currently, there is a lack of recognition for those who make generous donations to institutions of higher education.
As proposed, S.B. 469 requires the Texas Higher Education Coordinating Board (THECB) to produce a certificate of recognition to any person who contributes $10,000 or an equivalent in gifts, within one year's time, to any institution of higher education for any purpose, program, or activity of the institution. The institution of higher education is to submit a written request to THECB. Upon receipt and if the individual qualifies, THECB is to produce the certificate of recognition to be presented by the institution of higher education.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
