AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

Many states, such as Michigan, have implemented a statewide adoption day contributing to the adoption of at least 10 percent of available children in the system.  If Texas has at least 10 percent of its 3,857 adoptable children adopted in just one day, that amounts to approximately 380 children finding a loving home and $4,115,788 in total savings per year to the state.

S.B. 640 creates a statewide recognition day to celebrate adoption, adoptive families, and adoption workers in Texas.  This bill specifies that Texas Adoption Day will be held on the Saturday before Thanksgiving, as November is National Adoption month.  The Department of Family and Protective Services will coordinate with cities and regions to plan and implement this day.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
