BACKGROUND AND PURPOSE

 

The 77th Legislature created the Greater Southeast Management District (district) as a result of residents' concerns about public safety and economic decline in the area. The 79th Legislature removed the area of state representative district 146 from the district.

 

As proposed, S.B. 671 reunifies the original territory of the Greater Southeast Management District.

 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

 

ANALYSIS

 

S.B. 671 provides that the Greater Southeast Management District is composed of the territory described by Section 1, Chapter 1476, Acts of the 77th Legislature, This bill also states that the Limit on Budget Recommendations does not apply to this Act. The bill repeals Section 4(a) and (d)that annexed these boundaries from Greater Southeast Management District in the 79th Session (harris county improvement district 5)The legislature confirm and validate all acts and proceedings of he Management District and (b) states that this section does not apply to any matter that is litigation of the effective date. Under this bill all necessary requirements of the constitution have been met.
