AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
Questions have been raised regarding ways to improve the Texas Parks and Wildlife Department (TPWD) hunting and fishing license programs so that they are more efficient and easier for the public to use and understand. As proposed, S.B. 775 requires TPWD to study ways to make hunting and fishing licenses easier to understand and acquire.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to any state officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. (a) Requires the Texas Parks and Wildlife Department (TPWD) to conduct a study of ways to improve the efficiency and ease of use of TPWD's hunting and fishing license systems. Requires the study to evaluate the efficiency of the hunting and fishing systems in effect on September 1, 2007; identify problems and suggest improvements to those systems; and identify ways to increase ease of use for individuals applying for a hunting or fishing license in this state.
(b) Requires TPWD to complete the study conducted under Subsection (a) of this section not later than July 1, 2008.
(c) Requires TPWD to submit to certain government officials a written report that summarizes the findings of the study conducted under Subsection (a) of this section.
SECTION 2. Effective date: upon passage or September 1, 2007.
