AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Current law allows institutions of higher education to take funds which may be appropriated for across-the-board salary increases and use them instead for merit raises. As a result, when money was appropriated by the legislature for across-the-board pay raises, university employees did not receive a raise.

 

As proposed, S.B. 888 repeals Section 51.006, Education Code, to allow employees of institutions of higher education to receive any across-the-board pay raises that other state employees receive.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Repealer: Section 51.0065 (Applicability Of Across-The-Board Salary Increase), Education Code.

 

SECTION 2. Effective date: upon passage or September 1, 2007.
