AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
S.B. 919 creates the Viridian Municipal Management District (district) as a political subdivision of this state to administer and provide funding for community improvement projects and services in the district. The district will be a municipal management district similar to those operating pursuant to Chapter 375 (Municipal Management District in General), Local Government Code, and Title 4, Special District Local Laws Code.

SECTION BY SECTION ANALYSIS
SECTION 1. VIRIDIAN MUNICIPAL MANAGEMENT DISTRICT. Amends Subtitle C, Title 4, Special District Local Laws Code, by adding Chapter 3861, as follows:
CHAPTER 3861. VIRIDIAN MUNICIPAL MANAGEMENT DISTRICT
Sets forth standard language for the creation of the Viridian Municipal Management District (district). Sets forth standards, procedures, requirements, and criteria for:
Creation, approval, and territory of the district (Sections 3861.001-3861.050);
Size, composition, election, and terms of the board of directors of the district (Sections 3861.051-3861.100);
Powers and duties of the district (Sections 3861.101-3861.150);
General financial provisions and authority to imposes taxes and issue bonds and obligations for the district (Sections 3861.151-3861.200);
Division of the district into multiple districts (Sections 3861.201-3861.250); and
Dissolution of districts (Sections 3861.251-3861.253).
Prohibits the district from exercising the power of eminent domain.
SECTION 2. BOUNDARIES. Sets forth the initial boundaries of the district.
SECTION 3. LEGISLATIVE FINDINGS. Provides that all requirements of the constitution and the laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished.
SECTION 4. EFFECTIVE DATE. Effective date: upon passage or September 1, 2007.
