AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
S.B. 1071 creates the Cade Ranch Water Control and Improvement District No.1 (district) of Galveston County. This bill authorizes the district to impose a tax and issue bonds and grants the district the power of eminent domain. The district will provide water and sewage services to a proposed development in an unincorporated area of Galveston County.

SECTION BY SECTION ANALYSIS
SECTION 1. Amends Subtitle I, Title 6, Special District Local Laws Code, by adding Chapter 9009, as follows:
CHAPTER 9009. CADE RANCH WATER CONTROL AND IMPROVEMENT DISTRICT NO. 1 OF GALVESTON COUNTY
Sets forth standard language for the creation of the Cade Ranch Water Control and Improvement District No. 1 (district) in Galveston County. Sets forth standards, procedures, requirements, and criteria for:
Creation, approval, and initial territory of the district (Sections 9009.001-9009.050);
Size, composition, election, and terms of the temporary board of directors and board of directors (Sections 9009.051-9009.100);
Powers and duties of the district (Sections 9009.101-9009.103);
Division and dissolution of the district (Sections 9009.104-9009.150); and
General financial provisions and authority to impose taxes and issue bonds and obligations for the district (Sections 9009.151-9009.201).
Authorizes the use of eminent domain by the district.
SECTION 2. Sets forth the initial boundaries of the district.
SECTION 3. Provides that all requirements of the constitution of the laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished.
SECTION 4. Effective date: September 1, 2007.
