BACKGROUND AND PURPOSE
As proposed, S.B. 1205 authorizes road powers for the Kaufman County Municipal Utility Districts No. 2 through 7. This bill authorizes the districts to provide for the construction, maintenance, and operation of roads, subject to approval by an election by the qualified voters in the district.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

SECTION 1. Amends Subtitle F, Title 6, Special District Local Laws Code, by adding Chapters 8193, 8194, 8195, 8196, 8197, and 8209, as follows:
CHAPTER 8193. KAUFMAN COUNTY MUNICIPAL UTILITY DISTRICT NO. 2
Sets forth standard language granting additional authority to the Kaufman County Municipal Utility District No. 2 (district) in Kaufman County. Sets forth standards, procedures, requirements, and criteria for:
General provisions (Sections 8193.001-8193.050); Sections 8193.002-8193.050 reserved for expansion.
Powers and duties of the district, including authority relating to road projects (Sections 8193.051-8193.100) Sections 8193.054-8193.100 reserved for expansion; and
General financial provisions and authority to impose a tax and issue bonds and obligations for the district (Sections 8193.101-8193.151); Sections 8193.102-8193.150 reserved for expansion.
CHAPTER 8194. KAUFMAN COUNTY MUNICIPAL UTILITY DISTRICT NO. 3

SECTION 2. Provides that all requirement of the constitution and the laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished.
SECTION 3. Effective date: September 1, 2007.
