AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
As proposed, S.B. 1205 authorizes road powers for the Kaufman County Municipal Utility Districts No. 2 through 7. This bill authorizes the districts to provide for the construction, maintenance, and operation of roads, subject to approval by an election by the qualified voters in the district.

SECTION 1. Amends Subtitle F, Title 6, Special District Local Laws Code, by adding Chapters 8193, 8194, 8195, 8196, 8197, and 8209, as follows:
CHAPTER 8193. KAUFMAN COUNTY MUNICIPAL UTILITY DISTRICT NO. 2
Sets forth standard language granting additional authority to the Kaufman County Municipal Utility District No. 2 (district) in Kaufman County. Sets forth standards, procedures, requirements, and criteria for:
General provisions (Sections 8193.001-8193.050);
Powers and duties of the district, including authority relating to road projects (Sections 8193.051-8193.100); and
General financial provisions and authority to impose a tax and issue bonds and obligations for the district (Sections 8193.101-8193.151).
Authorizes the use of eminent domain by the district.
CHAPTER 8194. KAUFMAN COUNTY MUNICIPAL UTILITY DISTRICT NO. 3
Sets forth standard language granting additional authority to the Kaufman County Municipal Utility District No. 3 (district) in Kaufman County. Sets forth standards, procedures, requirements, and criteria for:
General provisions (Sections 8194.001-8194.050);
Powers and duties of the district, including authority relating to road projects (Sections 8194.051-8194.100); and
General financial provisions and authority to impose a tax and issue bonds and obligations for the district (Sections 8194.101-8194.151).
Authorizes the use of eminent domain by the district.
CHAPTER 8195. KAUFMAN COUNTY MUNICIPAL UTILITY DISTRICT NO. 4
Sets forth standard language granting additional authority to the Kaufman County Municipal Utility District No. 4 (district) in Kaufman County. Sets forth standards, procedures, requirements, and criteria for:
General provisions (Sections 8195.001-8195.050);
Powers and duties of the district, including authority relating to road projects (Sections 8195.051-8195.100); and
General financial provisions and authority to impose a tax and issue bonds and obligations for the district (Sections 8195.101-8195.151).

CHAPTER 8197. KAUFMAN COUNTY MUNICIPAL UTILITY DISTRICT NO. 6
Sets forth standard language granting additional authority to the Kaufman County Municipal Utility District No. 6 (district) in Kaufman County. Sets forth standards, procedures, requirements, and criteria for:
General provisions (Sections 8197.001-8197.050);
Powers and duties of the district, including authority relating to road projects (Sections 8197.051-8197.100); and
General financial provisions and authority to impose a tax and issue bonds and obligations for the district (Sections 8197.101-8197.151).
Authorizes the use of eminent domain by the district.
CHAPTER 8209. KAUFMAN COUNTY MUNICIPAL UTILITY DISTRICT NO. 7
Sets forth standard language granting additional authority to the Kaufman County Municipal Utility District No. 7 (district) in Kaufman County. Sets forth standards, procedures, requirements, and criteria for:
General provisions (Sections 8209.001-8209.050);
Powers and duties of the district, including authority relating to road projects (Sections 8209.051-8209.100); and
General financial provisions and authority to impose a tax and issue bonds and obligations for the district (Sections 8209.101-8209.151).
Authorizes the use of eminent domain by the district.
SECTION 2. Provides that all requirement of the constitution and the laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished.
SECTION 3. Effective date: September 1, 2007.
