                                                                                                       Committee Report (Unamended)

BACKGROUND AND PURPOSE

Currently, certain facilities are charged a higher fee for health inspections when they are within city limits of El Paso.  An identical business outside the city limits is charged significantly less because of its location.  The City of El Paso can charge higher fees for public health services than the county.

S.B. 1380 authorizes a uniform service charge throughout a jurisdiction regardless of which governmental entity of a public health district charges a fee.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
