AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
The 79th Legislature enacted S.B. 945 (Navigation District Conflict of Interest Law) which amended Subchapter P (Disclosure Requirements for Vendors and Members of Governing Bodies) Chapter 60 (Navigation Districts--General Provisions), Water Code, and H.B. 914 (Local Government Conflict of Interest Law) which amended Chapter 176 (Disclosure of Certain Relationships with Local Government Officers; Providing Public Access to Certain Information), Local Government Code. These two pieces of legislation created competing and conflicting laws regarding interest disclosure by local government officials.
S.B. 1396 repeals Subchapter P, Chapter 60, Water Code. Officials of navigation districts, port authorities, and persons conducting business with these government entities will continue to be required to comply with Chapter 176, Local Government Code.

SECTION BY SECTION ANALYSIS
SECTION 1. Repealer: Subchapter P (Disclosure Requirements for Vendors and Members of Governing Bodies), Chapter 60 (Navigation Districts--General Provisions), Water Code.
SECTION 2. Makes application of this Act prospective.
SECTION 3. Effective date: upon passage or September 1, 2007.
