AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Under current law, only municipalities with a population of at least 850,000 are able to access funds from the Other Events Trust Fund (fund).  The fund was created to provide cities and counties with money to help them attract special events, such as the Super Bowl, the Pan American Games, the Olympics, All-Star Games, the Final Four Tournament, and others.  The new stadium for the Dallas Cowboys is currently being constructed in the City of Arlington and will be completed by 2009.  This region is in the process of submitting a bid to host the 2011 Super Bowl.  In order for every entity in this region to have the ability to access money from the fund, the current population requirement for accessing the fund needs to be removed.

 

As proposed, S.B. 1424 strikes the requirement for a municipality to have a population of at least 850,000 to be considered an endorsing municipality in order to receive funds from the Other Events Trust Fund. 

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Reenacts and amends Section 1(2), Chapter 1507, Acts of the 76th Legislature, Regular Session, 1999 (Article 5190.14 (Pan American Games; Olympic Games), V.T.C.S.), as amended by Chapters 579 and 814, Acts of the 78th Legislature, Regular Session, 2003, as follows:

 

(2)  Redefines "endorsing municipality" to delete existing text providing that an endorsing municipality is a municipality that has a population of 850,000 or more according to the most recent federal decennial census and that authorizes a bid by a local organizing committee for selection of the municipality as the site of the 2011 Pan American Games or the 2012 Olympic Games.

 

SECTION 2.  Amends Section 5A(a)(2), Chapter 1507, Acts of the 76th Legislature, Regular Session, 1999 (Article 5190.14, V.T.C.S.), as follows:

 

(2)  Redefines "endorsing municipality" as a municipality that contains a site selected by a site selection organization for one or more specific games and deletes existing text requiring a municipality to have a population of one million or more to be included under this definition.

 

SECTION 3.  Effective date: upon passage or September 1, 2007.
