AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

As proposed, S.B. 1699 addresses how financial aid is distributed and how to fund financial aid in ways to meet state goals and to reach more students.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.   Requires all student financial aid program funding levels, terms of administration, organization, structure, and delivery processes to be delivered pursuant to the biennial general appropriations act, notwithstanding any other provisions in general law.

 

SECTION 2.  Effective date: upon passage or September 1, 2007.
