AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

The Texas Legislative Council is required by law (Section 323.007 (Statutory Revision Program), Government Code) to carry out a complete nonsubstantive revision of the Texas statutes. The process involves reclassifying and rearranging the statutes in a more logical order; employing a numbering system and format that will accommodate future expansion of the law, eliminating repealed, invalid, duplicative, and other ineffective provisions; and improving the draftsmanship of the law, if practicable. These efforts are aimed toward promoting the stated purpose of making the statutes "more accessible, understandable, and usable" without altering the sense, meaning, or effect of the law.

 

As proposed, S.B. 1883 makes nonsubstantive revisions to and corrections in enacted codes.  This bill conforms additions to the Insurance Code and the Special District Local Laws Code, enacted by the 79th Legislature to other acts of that legislature, amending laws codified and conforming references appropriately.  This bill also codifies and corrects without substantive change various statutes that were either omitted from enacted codes or were enacted with duplicate section and article numbers.

 

RULEMAKING AUTHORITY

 

Rulemaking authority is expressly granted to various state officers, institutions, and agencies throughout this bill.
