AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
C.S.S.B. 1946 creates the Hardin Store Road Municipal Utility District No. 1 in Montgomery County. The district will encompass an area of land outside the corporate limits or the extraterritorial jurisdiction of any city, but is found inside Montgomery County. The land will be developed into single family residential and commercial development needing water, sewage, drainage, and roadways.

SECTION BY SECTION ANALYSIS
SECTION 1. Amends Subtitle F, Title 6, Special District Local Laws Code, by adding Chapter 8245, as follows:
CHAPTER 8245. HARDIN STORE ROAD MUNICIPAL UTILITY DISTRICT NO. 1 OF MONTGOMERY COUNTY
Sets forth standard language for the creation of the Hardin Store Road Municipal Utility District No. 1 of Montgomery County (district). Sets forth standards, procedures, requirements, and criteria for:
Creation and approval of the district (Sections 8245.001-8245.020);
Size, composition, election, and terms of the board of directors of the district
(Sections 8245.021-8245.100);
Powers and duties of the district (Sections 8245.101-8245.200); and
General financial provisions and authority to impose taxes and to issue bonds and obligations for the district (Sections 8245.201-8245.202).
Authorizes the use of eminent domain by the district.
SECTION 2. Sets forth the initial boundaries of the district.
SECTION 3. Provides that all requirement of the constitution and the laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished.
SECTION 4. Effective date: September 1, 2007.
