BACKGROUND AND PURPOSE
S.B. 1961 creates the Willow Creek Farms Municipal Utility District (district) in Waller County in order to develop the land in the proposed area of the district.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
ANALYSIS
SECTION 1. Amends Subtitle F, Title 6, Special District Local Laws Code by adding Chapter 8218, as follows:
CHAPTER 8218. WILLOW CREEK FARMS MUNICIPAL UTILITY DISTRICT
Sets forth standard language for the creation of the Willow Creek Farms Municipal Utility District (district). Sets forth standards, procedures, requirements, and criteria for:
Creation and approval of the district (Sections 8218.001-8218.005);
Size, composition, election, and terms of the board of directors of the district (Sections 8218.051-8218.052);
Powers and duties of the district, including authority relating to road projects (Sections 8218.101-8218.104); and
General financial provisions and authority to impose taxes and to issue bonds and obligations for the district (Sections 8218.151-8218.203).
Sections 8218.006-8218.050, 8218.053-8218.100, 8218.105-8218.150, 8218.153-8218.200 reserved for expansion.
SECTION 2. Sets forth the initial boundaries of the district.
SECTION 3. Provides that all requirements of the constitution and the laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished.
SECTION 4. Effective date: upon passage or September 1, 2007.
EFFECTIVE DATE
Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
