BACKGROUND AND PURPOSE

 

S.B. 1999 creates the NASA Area Management District as a political subdivision of the State of Texas to administer and provide funding for economic development projects and services located in the corporate limits of the City of Nassau Bay, Harris County.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1. Sets forth legislative findings.

 

SECTION 2.  Amends Subtitle C, Title 4, Special District Local Laws Code, by adding Chapter 3842, as follows:

 

CHAPTER 3842.  NASA AREA MANAGEMENT DISTRICT

 

Sets forth standard language for the creation of the NASA Area Management District (district). Sets forth standards, procedures, requirements, and criteria for:

 

Creation and approval of the district (Sections 3842.001-3842.008);

 

Size, composition, election, and terms of the board of directors of the district (Sections 3842.051-3842.055);

 

Powers and duties of the district, including the authority to annex territory (Sections 3842.101-3842.109);  Prohibits the use of eminent domain by the district.

 

General financial provisions and authority to impose taxes and issue bonds and obligations for the district (Sections 3842.151-3842.205); and

 

Dissolution of the district (Section 3842.251).

 

 

Sections 3842.009-3842.050, 3842.056-3842.100, 3842.110-3842.150, 3842.162-3842.200, and 3842.206-3842.250

 

SECTION 3. Sets forth the initial boundaries of the district.

 

SECTION 4. Provides that all requirement of the constitution and the laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished.

 

SECTION 5. Effective date: upon passage or September 1, 2007.

 

EFFECTIVE DATE

 

Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
