BACKGROUND AND PURPOSE

 

S.B. 2003 creates the King's Crossing Municipal Utility District of Grayson County and grants the district certain authority, including authority related to road projects, the imposition of taxes, and the use of eminent domain.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1.  Amends Subtitle F, Title 6, Special District Local Laws Code, by adding Chapter 8251, as follows:

 

CHAPTER 8251.  KING'S CROSSING MUNICIPAL UTILITY DISTRICT

OF GRAYSON COUNTY

 

Sets forth standard language for the creation of the King's Crossing Municipal Utility District (district) in Grayson County. Sets forth standards, procedures, requirements, and criteria for:

 

Creation and approval of the district (Sections 8251.001-8251.005);

 

Size, composition, election, and terms of the board of directors of the district (Sections 8251.021-8251.026, 8251.051);

 

Powers and duties of the district, including authority relating to road projects (Sections 8251.101-8251.103);

 

General financial provisions and authority to imposes taxes and issue bonds and obligations for the district (Sections 8251.151-8251.153, 8251.201); and

 

Sections reserved for expansion: 8251.006-8251.020, 8251.027-8251.050, 8251.052-8251.100, 8251.104-8251.150, 8251.154-8251.200

 

SECTION 2. Sets forth the initial boundaries of the district.

 

SECTION 3. Provides that all requirement of the constitution and the laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished.

 

SECTION 4. Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
