AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Currently, neither East nor West Montrose is covered by the Harris County Improvement District No. 6.  Expanding the district to incorporate this area may help to preserve the artistic and cultural character of the district, to improve safety and security in the community, to beautify the community in order to maintain and increase property values, to provide investment opportunities, and to enhance the qualify of life for residents, business owners, and customers. 

 

C.S.S.B. 2032 expands the Harris County Improvement District No. 6 to include both East and West Montrose in one management district. 

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to any state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 3843.051(a), Special District Local Laws Code, to provide that the Harris County Improvement District No. 6 (district) is governed by a board of 13, rather than 11, directors who serve staggered terms of four years with six or seven, rather than five or six, directors' terms expiring June 1 of each odd-numbered year. 

 

SECTION 2.  Amends Section 3843.053, Special District Local Laws Code, to set forth the composition and terms of the board of directors for the district.  Extends the expiration date of this section from September 1, 2009 to September 1, 2011. 

 

SECTION 3.  Amends Section 2, Chapter 769, Acts of the 79th Legislature, Regular Session, 2005, to delete existing text providing the territory to be included in the district and set forth new boundaries.

 

SECTION 4.  Provides that all requirements of the constitution and laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished. 

 

SECTION 5.  Effective date: upon passage or September 1, 2007.
