AN ACT
  relating to the date for a consolidation election of two or more
  municipalities.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 61.004, Local Government Code, is
  amended by amending Subsection (e) and adding Subsection (f) to
  read as follows:
         (e)  In the alternative to the procedures provided in
  Subsections (a)-(d), the governing body of each municipality
  holding a consolidation election may order the election to be held
  on the same election date.
         (f)  A consolidation election shall be held on the first
  authorized uniform election date prescribed by the Election Code
  that occurs [on or] after the period required by Section 3.005,
  Election Code [30th day after the date the election is ordered].
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2007.
