A BILL TO BE ENTITLED
relating to the filing of personal financial disclosure statements
by municipal officers and candidates, members of the boards of
trustees of school districts, and directors of sports and community
venue districts.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Section 145.003, Local Government Code, is
amended by amending Subsection (a) and adding Subsection (c) to
read as follows:
       (a)  Except as provided by Subsection (c), a [A] municipal
officer or a candidate for a municipal office filled by election
shall file a financial statement as required by this chapter.
       (c)  A municipal officer who does not receive compensation
for serving as an officer or a candidate for such an office is not
required to file a financial statement under this chapter.
       SECTION 2.  Section 11.064, Education Code, is repealed.
       SECTION 3.  Section 335.1085, Local Government Code, is
repealed.
       SECTION 4.  (a)  Section 145.003, Local Government Code, as
amended by this Act, applies only to the filing by a municipal
officer or employee of a financial statement that covers the 2007 or
a later calendar year.  The filing by a municipal officer or
employee of a financial statement that covers the 2006 calendar
year is governed by the law in effect on January 1, 2007, and the
former law is continued in effect for that purpose.
       (b)  The repeal by this Act of Section 11.064, Education
Code, applies only to the filing by a school district trustee of a
financial statement that covers the 2007 or a later calendar year.  
The filing by a school district trustee of a financial statement
that covers the 2006 calendar year is governed by the law in effect
on January 1, 2007, and the former law is continued in effect for
that purpose.
       (c)  The repeal by this Act of Section 335.1085, Local
Government Code, applies only to the filing by a director of a venue
district of a financial statement that covers the 2007 or a later
calendar year.  The filing by a director of a venue district of a
financial statement that covers the 2006 calendar year is governed
by the law in effect on January 1, 2007, and the former law is
continued in effect for that purpose.
       SECTION 5.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2007.
