A BILL TO BE ENTITLED
AN ACT
relating to the display of vehicle license plates.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Section 502.404, Transportation Code, is amended
by adding Subsection (c-1) to read as follows:
       (c-1)  A person commits an offense if the person fails to
display each plate required under Subsection (a) or (c) so that the
letters and numbers assigned by the department display right side
up and can be read from left to right. This subsection does not
apply to a trailer or farm vehicle for which the display requirement
of this subsection would impede the safe operation of the trailer or
vehicle as determined by department rule.
       SECTION 2.  (a) The change in law made by this Act applies
only to an offense committed on or after the effective date of this
Act. For purposes of this section, an offense is committed before
the effective date of this Act if any element of the offense occurs
before that date.
       (b)  An offense committed before the effective date of this
Act is covered by the law in effect when the offense was committed,
and the former law is continued in effect for that purpose.
       SECTION 3.  This Act takes effect September 1, 2007.
