A BILL TO BE ENTITLED
 
AN ACT
 
  relating to the delivery of voter registration certificates.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 13.144(a), Election Code, is amended to
  read as follows:
         (a)  Not later than the 30th day after the date the registrar
  receives the application, the [The] registrar shall deliver the
  original of an initial certificate:
               (1)  in person to the applicant or the applicant's agent
  appointed under Section 13.003; or
               (2)  by mail to the applicant.
         SECTION 2.  Section 15.004(b), Election Code, is amended to
  read as follows:
         (b)  Not later than the 30th day after the date the registrar
  receives [On receipt of] the notice, the registrar shall deliver to
  the voter a replacement certificate containing:
               (1)  the registration number and other information on
  the lost or destroyed certificate; and
               (2)  a notation that the certificate is a replacement.
         SECTION 3.  Section 15.024(a), Election Code, is amended to
  read as follows:  
         (a)  Except as provided by Subsection (b), after correcting
  the registration records with respect to a voter, if necessary, the
  registrar shall [promptly] issue the voter a registration
  certificate containing the appropriate corrections and deliver it
  to the voter not later than the 30th day after the date the
  registrar receives notice of a correction.
         SECTION 4.  Section 13.144(c), Election Code, is repealed.
         SECTION 5.  The change in law made by this Act applies only
  to a voter registration certificate for which an application,
  notice of loss or destruction, or notice of a correction is received
  by the voter registrar on or after September 1, 2007.
         SECTION 6.  This Act takes effect September 1, 2007.
