A BILL TO BE ENTITLED
AN ACT
relating to campus expenditures by public school districts.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Subchapter A, Chapter 44, Education Code, is
amended by adding Section 44.013 to read as follows:
       Sec. 44.013.  CAMPUS EXPENDITURES. (a) In this section,
"weighted average daily attendance" has the meaning assigned by
Section 42.302.
       (b)  A school district shall allocate to each campus at least
the sum of the following amounts of revenue attributable to the
students enrolled at that campus:
             (1)  the amount of revenue that would be provided under
Chapter 42 for students enrolled at the campus if the number of
students in weighted average daily attendance at the campus were
equal to the number of students in average daily attendance at the
campus; and
             (2)  50 percent of the sum of:
                   (A)  the amount of revenue provided under Section
42.152 for students enrolled at the campus; and
                   (B)  any additional revenue to which the district
is entitled as a result of the revenue described by Paragraph (A),
including revenue provided under Section 42.302.
       (c)  The commissioner shall adopt rules necessary to
implement this section.
       SECTION 2.  This Act applies beginning with the 2007-2008
school year.
       SECTION 3.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2007.
