A BILL TO BE ENTITLED
AN ACT
relating to the operation of Texas A&M University--Central Texas.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Section 87.861, Education Code, is amended by
amending Subsection (a) and adding Subsection (e) to read as
follows:
       (a)  Texas A&M University--Central Texas is a general
academic teaching institution with facilities located in Bell
County and Williamson County. The university is a component
institution of The Texas A&M University System and is under the
management and control of the board of regents of The Texas A&M
University System.
       (e)  The board on behalf of the university shall enter into a
partnership agreement with the Temple Junior College District in
the manner authorized by Subchapter N, Chapter 51, to offer a
lower-division, occupational, or technical course that is not
offered at the university.
       SECTION 2.  Subchapter L, Chapter 87, Education Code, is
amended by adding Section 87.862 to read as follows:
       Sec. 87.862.  TEXAS A&M UNIVERSITY--CENTRAL TEXAS EAST
WILLIAMSON COUNTY HIGHER EDUCATION CENTER.  (a)  Under the
agreement entered into under Section 87.861(e) and subject to the
approval of the Texas Higher Education Coordinating Board, the
board of regents of The Texas A&M University System and the board of
trustees of the Temple Junior College District, in order to meet the
workforce and educational needs of the state uniform service
region, shall enter into agreements with local public school
districts and local business and industry to establish the Texas
A&M University--Central Texas East Williamson County Higher
Education Center.
       (b)  The center shall be administered under the agreement as
determined by the entities participating in the agreement.
       (c)  The board of regents shall make provisions for adequate
physical facilities for use by the Texas A&M University--Central
Texas East Williamson County Higher Education Center, subject to
the general requirements of the board and the Texas Higher
Education Coordinating Board.
       (d)  The board of regents may solicit, accept, and
administer, on terms and conditions acceptable to the board, gifts,
grants, or donations of any kind and from any source for use by the
Texas A&M University--Central Texas East Williamson County Higher
Education Center.
       (e)  Unless otherwise specifically restricted, funds may be
transferred to Texas A&M University--Central Texas to implement
this section.
       SECTION 3.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2007.
