A BILL TO BE ENTITLED
AN ACT
relating to making an appropriation to the Texas Medical Board for
the purpose of hiring additional licensing staff and enhancing the
board's information system capabilities.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  (a) In addition to amounts previously
appropriated to the Texas Medical Board for the state fiscal
biennium ending August 31, 2007, the amount of $191,360 is
appropriated out of the general revenue fund to the board for the
two-year period beginning on the effective date of this Act for the
purpose of adding six additional licensing staff to address the
backlog in processing applications for physician licensing.
       (b)  In addition to the number of full-time equivalent
employees (FTEs) the Texas Medical Board is authorized to employ by
other law, the board may employ an additional six FTEs during the
period covered by the appropriation made by Subsection (a) of this
section.
       SECTION 2.  (a)  In addition to amounts previously
appropriated to the Texas Medical Board for the state fiscal
biennium ending August 31, 2007, the amount of $120,000 is
appropriated out of the general revenue fund to the board for the
two-year period beginning on the effective date of this Act for the
purpose of paying programming and software costs connected to the
acquisition of an automated internal budgeting system and making
enhancements to the enforcement information system.
       (b)  The amounts appropriated in Subsection (a) of this
section may be expended for capital budget items.
       SECTION 3.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect on the 91st day after the last day of the
legislative session.
