A BILL TO BE ENTITLED
AN ACT
relating to the school funding formulas study group.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Subchapter A, Chapter 42, Education Code, is
amended by adding Section 42.008 to read as follows:
       Sec. 42.008.  SCHOOL FUNDING FORMULAS STUDY GROUP. (a) In
this section, "group" means the school funding formulas study
group.
       (b)  The commissioner shall establish a school funding
formulas study group as provided by this section. The group must
include:
             (1)  representatives of small, medium, and large school
campuses;
             (2)  representatives of urban, suburban, and rural
school districts;
             (3)  representatives of districts that are required to
take action under Chapter 41 and districts that are not required to
take such action; and
             (4)  one staff-level representative each of the
following:
                   (A)  the office of the lieutenant governor,
designated by the lieutenant governor;
                   (B)  the office of the speaker of the house of
representatives, designated by the speaker;
                   (C)  the Senate Education Committee, designated
by the chair of that committee; and
                   (D)  the House Committee on Public Education,
designated by the chair of that committee.
       (c)  The commissioner shall determine the number of group
members. The commissioner may select a representative of a school
or school district to represent more than one interest described by
Subsection (b)(1), (2), or (3).
       (d)  The group shall:
             (1)  study the school funding formulas under Chapters
32 and 41 and this chapter; and
             (2)  make recommendations for simplifying the formulas
described by Subdivision (1).
       (e)  Agency staff shall provide technical assistance and
advice to the group.
       (f)  Not later than November 1, 2008, the group shall submit
to the lieutenant governor, the speaker of the house of
representatives, and each member of the legislature a report that
contains the group's recommendations under Subsection (d)(2).
       (g)  Chapter 2110, Government Code, other than Sections
2110.002, 2110.004(b) and (c), 2110.006, and 2110.007, applies to
the group.
       (h)  This section expires January 1, 2009.
       SECTION 2.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2007.
