A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to a performance audit by the comptroller of the |
|
|
Correctional Managed Health Care Committee and its health care |
|
|
provider contracts. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Subchapter E, Chapter 501, Government Code, is |
|
|
amended by adding Section 501.1475 to read as follows: |
|
|
Sec. 501.1475. PERFORMANCE AUDIT. (a) The comptroller |
|
|
shall conduct a performance audit of the committee and of the |
|
|
activities of each health care provider that contracts with the |
|
|
committee as those activities relate to a contract entered into |
|
|
under this subchapter. |
|
|
(b) In conducting the performance audit the comptroller |
|
|
shall assess: |
|
|
(1) the financial controls of the committee and its |
|
|
contractors; |
|
|
(2) the economy, efficiency, and effectiveness with |
|
|
which the committee and its contractors perform their duties under |
|
|
this subchapter and under any contract entered into under this |
|
|
subchapter; |
|
|
(3) whether there are feasible alternative practices |
|
|
that the committee or any of its contractors could implement to |
|
|
improve performance; and |
|
|
(4) the extent to which the committee and its |
|
|
contractors are in compliance with applicable laws. |
|
|
(c) The comptroller shall report the results of the audit |
|
|
and any related recommendations for improvement to the governor and |
|
|
to the presiding officer of each house of the legislature not later |
|
|
than December 1, 2008. |
|
|
(d) This section expires September 1, 2009. |
|
|
SECTION 2. This Act takes effect September 1, 2007. |
