A BILL TO BE ENTITLED
AN ACT
relating to a study on an adult diabetes education program in
certain county hospital systems and hospital districts.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Subchapter D, Chapter 1001, Health and Safety
Code, is amended by adding Section 1001.0761 to read as follows:
       Sec. 1001.0761.  STUDY ON ADULT DIABETES EDUCATION.  (a)  The
department shall conduct a study of the feasibility and cost of
providing an adult diabetes education program to be offered in
counties with populations of more than 100,000 by hospital
districts and county hospital systems. The department may select a
division, committee, or employee of the department to conduct the
study.
       (b)  A hospital district or county hospital system that
receives funding under the program would be required to:
             (1)  make the adult diabetes education program
available in English and Spanish using a curriculum developed by
the Texas Diabetes Council; and
             (2)  make the education program available in the
county, including at each rural health clinic the district or
system may have.
       (c)  Not later than June 1, 2008, the Texas Diabetes Council
shall develop a proposed curriculum for the adult diabetes
education program and provide a copy of the proposed curriculum to
the department. The curriculum must emphasize life choices that
enable a diabetic patient to control the disease and improve the
patient's standard of living.
       (d)  Not later January 1, 2009, the department shall deliver
to the legislature a report on:
             (1)  the results of the study conducted under
Subsection (a), including the feasibility and cost of providing the
program;
             (2)  a plan of action for implementing the adult
diabetes education program in hospital districts and county
hospital systems;
             (3)  an analysis of any diabetes education programs
currently offered to adults by hospital districts and county
hospital systems, including the costs and effectiveness of the
programs; and
             (4)  a copy of the proposed curriculum developed by the
Texas Diabetes Council.
       (e)  This section expires June 1, 2010.
       SECTION 2.  This Act takes effect September 1, 2007.
