A BILL TO BE ENTITLED

AN ACT
|
|
relating to state facility management and maintenance practices. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Section 2165.052, Government Code, is amended to |
|
read as follows: |
|
Sec. 2165.052. REPAIR AND IMPROVEMENT OF STATE |
|
BUILDINGS. (a) On direction of the commission's attention to a |
|
needed improvement or repair of a building or office by the head of |
|
a department or office, the commission shall provide for and direct |
|
the repair or improvement. |
|
(b) The commission shall establish a preventive maintenance |
|
program and enter into energy savings performance contracts of the |
|
type described by Section 2166.406(a) covering each state building |
|
or office for which the commission is responsible for providing |
|
facility management services under this chapter or other law. |
|
SECTION 2. Section 2165.057(a), Government Code, is amended |
|
to read as follows: |
|
(a) The commission shall: |
|
(1) develop and implement policies that clearly define |
|
the responsibilities of the commission and the commission's staff |
|
that relate to conducting facilities management services for state |
|
agency facilities under Section 2165.007; |
|
(2) with each state agency tenant, enter into a |
|
contract that describes the specific level of facilities management |
|
services the commission will provide and any activities related to |
|
facilities management services the tenant agency and its employees |
|
will provide at agency cost; and |
|
(3) establish property-specific budgets for each |
|
state agency facility for which the commission provides facilities |
|
management services to assist in contracting under Subdivision (2) |
|
and in evaluating the success and efficiency of the facilities |
|
management services provided by the commission. |
|
SECTION 3. This Act takes effect September 1, 2007. |
