A BILL TO BE ENTITLED
 
AN ACT
 
  relating to eligibility of board members of certain rapid transit
  authorities to receive insurance benefits.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  The heading to Section 451.519, Transportation
  Code, is amended to read as follows:
         Sec. 451.519.  BOARD MEMBERS: EXPENSES; PER DIEM;
  INSURANCE BENEFITS.
         SECTION 2.  Section 451.519, Transportation Code, is amended
  by adding Subsection (d) to read as follows:
         (d)  A board member of an authority in which the principal
  municipality has a population of less than 300,000 is eligible to
  participate in any health or other insurance benefit program
  offered to an employee of the authority as if the board member were
  an employee.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2007.
