A BILL TO BE ENTITLED
AN ACT
relating to requiring that a driver's license, personal
identification certificate, commercial driver's license, and
commercial driver learner's permit issued by the Department of
Public Safety state that the holder is a registered sex offender.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Section 521.103, Transportation Code, is amended
by adding Subsections (c), (d), and (e) to read as follows:
       (c)  If the department issues or renews a personal
identification certificate under this section to a person who is
subject to Chapter 62, Code of Criminal Procedure, as a result of a
reportable conviction or adjudication that is based on an offense
or conduct the victim of which was younger than 14 years of age at
the time the offense was committed or the conduct was engaged in,
the department shall print "RSO" in black on the face of each
personal identification certificate issued to or renewed by the
person before the 20th anniversary of the date that the person was
first required to register under Chapter 62, Code of Criminal
Procedure.
       (d)  The department may collect an additional fee to
implement the requirements of Subsection (c).
       (e)  The department shall post information on the
department's Internet website explaining that a person whose
personal identification certificate has "RSO" on the certificate is
subject to the registration requirements of Chapter 62, Code of
Criminal Procedure, as a result of a reportable conviction or
adjudication that is based on an offense or conduct the victim of
which was younger than 14 years of age at the time the offense was
committed or the conduct was engaged in.
       SECTION 2.  Section 521.272, Transportation Code, is amended
by adding Subsections (d), (e), and (f) to read as follows:
       (d)  If the department issues or renews a driver's license
under this section to a person who is subject to Chapter 62, Code of
Criminal Procedure, as a result of a reportable conviction or
adjudication that is based on an offense or conduct the victim of
which was younger than 14 years of age at the time the offense was
committed or the conduct was engaged in, the department shall print
"RSO" in black on the face of each driver's license issued to or
renewed by the person before the 20th anniversary of the date that
the person was first required to register under Chapter 62, Code of
Criminal Procedure.
       (e)  The department may collect an additional fee to
implement the requirements of Subsection (d).
       (f)  The department shall post information on the
department's Internet website explaining that a person whose
driver's license has "RSO" on the license is subject to the
registration requirements of Chapter 62, Code of Criminal
Procedure, as a result of a reportable conviction or adjudication
that is based on an offense or conduct the victim of which was
younger than 14 years of age at the time the offense was committed
or the conduct was engaged in.
       SECTION 3.  Section 522.033, Transportation Code, is amended
by adding Subsections (c), (d), and (e) to read as follows:
       (c)  If the department issues or renews a commercial driver's
license or commercial driver learner's permit under this section to
a person who is subject to Chapter 62, Code of Criminal Procedure,
as a result of a reportable conviction or adjudication that is based
on an offense or conduct the victim of which was younger than 14
years of age at the time the offense was committed or the conduct
was engaged in, the department shall print "RSO" in black on the
face of each license or learner's permit issued to or renewed by the
person before the 20th anniversary of the date that the person was
first required to register under Chapter 62, Code of Criminal
Procedure.
       (d)  The department may collect an additional fee to
implement the requirements of Subsection (c).
       (e)  The department shall post information on the
department's Internet website explaining that a person whose
commercial driver's license or commercial driver learner's permit
has "RSO" on the license or learner's permit is subject to the
registration requirements of Chapter 62, Code of Criminal
Procedure, as a result of a reportable conviction or adjudication
that is based on an offense or conduct the victim of which was
younger than 14 years of age at the time the offense was committed
or the conduct was engaged in.
       SECTION 4.  The change in law made by this Act applies only
to a personal identification certificate, driver's license,
commercial driver's license, or commercial driver learner's permit
issued or renewed on or after the effective date of this Act.
       SECTION 5.  This Act takes effect September 1, 2007.
