A BILL TO BE ENTITLED
AN ACT
relating to the qualifications for directors of municipal utility
districts.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Section 54.102, Water Code, is amended to read as
follows:
       Sec. 54.102.  QUALIFICATIONS FOR DIRECTORS.  (a) Except as
provided by Subsection (b), to [To] be qualified to serve as a
director, a person must meet the eligibility requirements of
Section 141.001(a), Election Code.
       (b)  A director of a district that, on the date on which the
director is elected to the board, has been holding director
elections for less than five years, shall be at least 18 years old,
a resident citizen of the State of Texas, and either own land
subject to taxation in the district or be a qualified voter within
the district. Section 141.001(a), Election Code, does not apply to
a director described by this subsection.
       SECTION 2.  The change in law made by this Act applies only
to a member of the board of directors of a municipal utility
district elected on or after the effective date of this Act. A
member of the board of directors elected before the effective date
of this Act is covered by the law in effect on the date the member
was elected, and the former law is continued in effect for that
purpose.
       SECTION 3.  This Act takes effect September 1, 2007.
