A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the readability of vehicle license plates according to |
|
standards set by the Texas Department of Transportation. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Section 503.060 The Texas Department of |
|
Transportation shall require all newly-manufactured license plates |
|
for use in Texas be formatted to be readable by automatic license |
|
plate recognition technology, meaning the letters and numbers must: |
|
(a) be readable in daylight from 25 feet by a person with |
|
20/20 corrected vision under unobstructed daylight and standard |
|
automotive white and yellow headlamps, |
|
(b) be highly reflective when brightened by standard |
|
automotive white and yellow headlamps, |
|
(c) be contrasted to the background of the license plate |
|
during daylight hours, when illuminated by standard automotive |
|
white and yellow headlamps, and when illuminated by an infrared |
|
(IR) lighting at a wavelength of 850±25 nm source at night. |
|
(d) be readable by digital, infrared capable video |
|
surveillance cameras in daylight, under standard automotive white |
|
and yellow headlamps and under an infrared (IR) lighting source at a |
|
wavelength of 850±25 nm at night. |
|
Further, let it be enacted that the Texas Department of |
|
Transportation shall be authorized to fulfill this requirement with |
|
existing, commercially-available, revenue neutral methods and |
|
materials. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2007. |
