A BILL TO BE ENTITLED
AN ACT
relating to the readability of vehicle license plates according to
standards set by the Texas Department of Transportation.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Section 503.060 The Texas Department of
Transportation shall require all newly-manufactured license plates
for use in Texas be formatted to be readable by automatic license
plate recognition technology, meaning the letters and numbers must:
       (a)  be readable in daylight from 25 feet by a person with
20/20 corrected vision under unobstructed daylight and standard
automotive white and yellow headlamps,
       (b)  be highly reflective when brightened by standard
automotive white and yellow headlamps,
       (c)  be contrasted to the background of the license plate
during daylight hours, when illuminated by standard automotive
white and yellow headlamps, and when illuminated by an infrared
(IR) lighting at a wavelength of 850±25 nm source at night.
       (d)  be readable by digital, infrared capable video
surveillance cameras in daylight, under standard automotive white
and yellow headlamps and under an infrared (IR) lighting source at a
wavelength of 850±25 nm at night.
Further, let it be enacted that the Texas Department of
Transportation shall be authorized to fulfill this requirement with
existing, commercially-available, revenue neutral methods and
materials.
       SECTION 2.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2007.
