A BILL TO BE ENTITLED
AN ACT
relating to school district property tax rate reductions.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Section 42.2516, Education Code, is amended by
amending Subsection (a-1) and adding Subsection (a-2) to read as
follows:
       (a-1)  Subsection (a) applies beginning with the state
fiscal year ending August 31, 2009. For the state fiscal year
ending August 31, 2007, the state compression percentage is 88.67
percent. For the state fiscal year ending August 31, 2008, the
state compression percentage is 60.67 [66.67] percent. [This
subsection expires September 1, 2009.]
       (a-2)  Notwithstanding the state compression percentage in
Subsection (a-1), the state may only appropriate funds to reduce
the compression percentage below 66.67 percent if each school
district and open-enrollment charter school receives from the state
an amount equal to the product of $6,000 multiplied by the number of
classroom teachers, full-time librarians, full-time counselors
certified under Subchapter B, Chapter 21, and full-time school
nurses employed by the district.
       SECTION 2.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect on September 1, 2007.
