A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the availability of certain school district financial |
|
information on districts' Internet websites. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter I, Chapter 39, Education Code, is |
|
amended by adding Section 39.205 to read as follows: |
|
Sec. 39.205. POSTING OF FINANCIAL INFORMATION ON SCHOOL |
|
DISTRICT WEBSITE. (a) This section applies only to a school |
|
district that is ranked among the 20 highest in student enrollment, |
|
as determined by the commissioner. |
|
(b) A school district to which this section applies shall |
|
make easily accessible on the district's Internet website: |
|
(1) a checking account transaction register that |
|
includes, for each check written from a district checking account: |
|
(A) the date shown on the check; |
|
(B) the name of the person to whom the check was |
|
written; and |
|
(C) the purpose of the expenditure for which the |
|
check was written; and |
|
(2) statements of the district's obligated and |
|
unobligated fund balances. |
|
(c) A school district shall update the information required |
|
by Subsection (b) in accordance with commissioner rule. |
|
SECTION 2. Not later than November 1, 2007, the |
|
commissioner of education shall adopt rules to implement Section |
|
39.205, Education Code, as added by this Act. Not later than January |
|
1, 2008, each school district to which Section 39.205, Education |
|
Code, as added by this Act, applies shall provide access on the |
|
district's Internet website to the information required under that |
|
section. |
|
SECTION 3. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2007. |
