A BILL TO BE ENTITLED
AN ACT
relating to requiring certain municipalities to make certain
payroll deductions on the request of a municipal employee.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Sections 141.008(a) and (d), Local Government
Code, are amended to read as follows:
       (a)  The governing body of a municipality with a population
of more than 10,000 shall [may] deduct from a municipal employee's
monthly salary or wages an amount requested in writing by the
employee in payment of membership dues to a bona fide employees'
association named by the employee.
       (d)  The amount deducted each month may not exceed the amount
stated in the written request. The [However, the] governing body of
a municipality subject to [having a program under] this section may
not impose [and collect] an administrative fee on a [from each]
participating employee in connection with the deduction [addition
to the membership dues that are withheld. The fee must be a
reasonable amount to reimburse the municipality for the
administrative costs of collecting, accounting for, and disbursing
the membership dues].
       SECTION 2.  Sections 141.008(a-1) and (a-2), Local
Government Code, are repealed.
       SECTION 3.  This Act takes effect September 1, 2007.
