A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to requiring certain municipalities to make certain |
|
payroll deductions on the request of a municipal employee. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Sections 141.008(a) and (d), Local Government |
|
Code, are amended to read as follows: |
|
(a) The governing body of a municipality with a population |
|
of more than 10,000 shall [may] deduct from a municipal employee's |
|
monthly salary or wages an amount requested in writing by the |
|
employee in payment of membership dues to a bona fide employees' |
|
association named by the employee. |
|
(d) The amount deducted each month may not exceed the amount |
|
stated in the written request. The [However, the] governing body of |
|
a municipality subject to [having a program under] this section may |
|
not impose [and collect] an administrative fee on a [from each] |
|
participating employee in connection with the deduction [addition
|
|
to the membership dues that are withheld. The fee must be a
|
|
reasonable amount to reimburse the municipality for the
|
|
administrative costs of collecting, accounting for, and disbursing
|
|
the membership dues]. |

SECTION 2. Sections 141.008(a-1) and (a-2), Local |
|
Government Code, are repealed. |
|
SECTION 3. This Act takes effect September 1, 2007. |
