A BILL TO BE ENTITLED
AN ACT
relating to the time for affiliation with a political party.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Chapter 162, Election Code, is amended by adding
Section 162.0095 to read as follows:
       Sec. 162.0095.  AFFILIATION PROCEDURE: PRESIDENTIAL
PRIMARY ELECTION. (a) This section applies only to a person
desiring to affiliate with a political party between:
             (1)  the first day on which an application for a place
on the election ballot for the general primary election held in the
same year in which the presidential primary election is held may be
filed; and
             (2)  the date of the presidential primary election.
       (b)  A person may affiliate with a political party by
registering with the party as provided by party rule. The rules
must allow a person to submit the registration electronically, by
mail, or in person at locations provided by the rules.
       (c)  The form of the registration must include:
             (1)  a space for the person's name, address, county of
registration, and voter registration number; and
             (2)  the following statement to be signed by the voter:
"I swear that I have not voted in a primary election or participated
in the convention of another party during the voting year."
       (d)  The form of the registration may include a space for:
             (1)  the person's e-mail address or phone number; and
             (2)  an affirmation of support for a candidate listed
on the ballot in the presidential primary election.
       (e)  Notwithstanding Section 162.010, an affiliation made
under this section is effective from the date of the registration
until the end of the voting year in which the presidential primary
election is held.
       SECTION 2.  This Act takes effect September 1, 2007.
