A BILL TO BE ENTITLED
AN ACT
relating to a research and program to focus on eliminating
achievement gaps among minority students.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Subchapter C, Chapter 61, Education Code, is
amended by adding Section 61.0592 to read as follows:
       Sec. 61.0592 RESEARCH AND PROGRAM TO FOCUS ON MINORITY
STUDENT ACHIEVEMENT.  (a) The board may enter into an agreement with
a foundation that is a 501(c)3, non-profit educational leadership
organization to:
             (1)  conduct, coordinate, collect, and evaluate
research relating to eliminating educational and other achievement
gaps among ethnic and racial minority students, with a particular
focus on eliminating achievement gaps among African American
students, and
             (2)  develop programs, policies, and strategies to
address those achievement gaps.
             (3)  the foundation shall report its findings,
including recommendations, to the agency by a date adopted by the
agency.
       (b)  The board shall present to the legislature and the
governor a report under Subsection (a)(3).
       (c)  The foundation or board may solicit and accept gifts and
grants from any public or private source for the benefit of this
research.
       (d)  The board may use money appropriated for the purposes of
this section and any gifts and grants received by the agency or
foundation under Subsection (c) for the establishment and operation
of the research project.
       SECTION 2.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2007.
