A BILL TO BE ENTITLED
AN ACT
relating to representation of constituents on local governing
bodies.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Chapter 180, Local Government Code, is amended
to read as follows:
       (a)  In this section, "local government" means a county,
municipality, or other political subdivision of this state.
       (b)  An appointment to the governing body of a local
government shall be made as required by the law applicable to that
local government and may be made with the intent to ensure that the
governing body is representative of the constituency served by the
governing body.
       (c)  A local governing body that chooses to implement
subsection (b) shall adopt procedures for the implementation.
       SECTION 2.  This Act applies to an appointment made on or
after the effective date of this Act.
       SECTION 3.  This Act takes effect immediately of it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2007.
