A BILL TO BE ENTITLED
AN ACT
relating to establishing an office of state statistician.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Chapter 88, Education Code, is amended by adding
Subchapter K to read as follows:
SUBCHAPTER K. OFFICE OF STATE STATISTICIAN
       Sec. 88.821.  STATE STATISTICIAN. (a) The head of the
Department of Statistics at Texas A&M University, in consultation
with the dean of the College of Science at the university, shall
establish the office of state statistician within the department
and shall designate a member of the faculty or staff of the
department as the state statistician.
       (b)  In addition to the duties assigned by the Department of
Statistics or the university to the office of state statistician,
the office may conduct statistical analysis and research on request
for public and private entities. The office may:
             (1)  charge and collect fees for services provided to
any person in amounts sufficient to recover the costs of providing
those services; or
             (2)  provide services under a contract that provides
for a recovery of those costs.
       SECTION 2.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2007.
