A BILL TO BE ENTITLED
AN ACT
relating to rules adopted by the State Board of Education regarding
the required curriculum of public schools.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Section 28.002, Education Code, is amended by
amending Subsection (i) and adding Subsection (j-1) to read as
follows:
       (i)  The State Board of Education shall adopt rules for the
implementation of this subchapter. Except as provided by this
subsection and Subsections [Subsection] (j) and (j-1), the board
may not adopt rules that designate the methodology used by a teacher
or the time spent by a teacher or a student on a particular task or
subject. The board may require that the methodology maximize a
specific learning outcome.
       (j-1)  The State Board of Education by rule shall require
that mathematics courses for kindergarten through grade eight
efficiently and thoroughly develop automaticity and individual
competency in mathematical computation, including competency in:
             (1)  addition;
             (2)  subtraction;
             (3)  multiplication;
             (4)  division; and
             (5)  related problem-solving skills.
       SECTION 2.  This Act applies beginning with the 2007-2008
school year.
       SECTION 3.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2007.
