A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to rules adopted by the State Board of Education regarding |
|
the required curriculum of public schools. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Section 28.002, Education Code, is amended by |
|
amending Subsection (i) and adding Subsection (j-1) to read as |
|
follows: |
|
(i) The State Board of Education shall adopt rules for the |
|
implementation of this subchapter. Except as provided by this |
|
subsection and Subsections [Subsection] (j) and (j-1), the board |
|
may not adopt rules that designate the methodology used by a teacher |
|
or the time spent by a teacher or a student on a particular task or |
|
subject. The board may require that the methodology maximize a |
|
specific learning outcome. |
|
(j-1) The State Board of Education by rule shall require |
|
that mathematics courses for kindergarten through grade eight |
|
efficiently and thoroughly develop automaticity and individual |
|
competency in mathematical computation, including competency in: |
|
(1) addition; |
|
(2) subtraction; |
|
(3) multiplication; |
|
(4) division; and |
|
(5) related problem-solving skills. |
|
SECTION 2. This Act applies beginning with the 2007-2008 |
|
school year. |
|
SECTION 3. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2007. |
