A BILL TO BE ENTITLED
AN ACT
relating to the child health plan program.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Notwithstanding any other law, the executive
commissioner of the Health and Human Services Commission may adopt
rules to expand participation in and health benefits offered under
the child health plan program. Rules adopted under this Act may
include:
             (1)  new eligibility standards, including income
disregards and offsets;
             (2)  standards to lengthen the period of continuous
eligibility;
             (3)  rules to expand the scope of services offered
under the program;
             (4)  rules to shorten or eliminate any waiting period;
and
             (5)  rules to expand marketing and outreach for the
program.
       SECTION 2.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2007.
